    I’ve just updated to WordPress 3.9 and now when I create a new post, the toolbar on excerpt is missing (not allowing me to create hyperlinks, bold text, etc).

    I’ve tried clicking on screen options and clicking excerpt off then back on again but nothing changes.

    Help! I don’t know code and am not comfortable making manual changes.

    Any tricks to help bring the toolbar back? (FYI – the toolbar on add media is still present).

    The toolbar on the excerpt is not a normal feature of WordPress. There were snippets floating around, perhaps you added this manually?

    Or, it was also available in my (not outdated) Ultimate Tinymce plugin. So, perhaps a plugin was adding this for you?

    Thanks Josh. I just downloaded and installed Ultimate TinyMCE, which solved the problem and restored the toolbar.

    No No. You don’t want Ultimate Tinymce. That plugin is outdated.. and is not compatible with the current version of WordPress. Please read the plugin main description page:

    Instead, you want to use the updated WP Edit plugin:
    http://ww.wp.xz.cn/plugins/wp-edit/
