Missing feature that existed adding "files" to a block | ww.wp.xz.cn

Some of my earlier created code blocks are bundles having a js file, a css file and an html file.
I can still see these files, but can not see any way to add new files.
Is this feature removed, or where can i do this.
I have the Toolbox Plus.
