Missing formatting bar

Hi There

I installed wordpress today and having added the theme etc.. then went to enter content and there was no formatting bar in the dashboard/pages/visual view of my content. I also can’ t switch between the visual and text tabs.

I reckoned it was a dodgy installation so deleted database and installation and started again.

Same problem. This is a totally virgin installation – I’ve added no themes or plugins.

I’m at a loss.
