Same Problem, all my SItes, and I updated everything to latest version, no change.
Observation: If I switch in “Akismet Privacy Policies”. to english, the error goes away. So it is DEFINITELY the missing language file: “../wp-includes/pomo/streams.php” as referenced on: “../wp-content/plugins/akismet-privacy-policies/languages/akismet-privacy-policies-de_DE.mo”.
Please issue an update.

However, you should check your environment because there is a warning and that’s should only run in productions areas in a log file and should not to display on front-end.
