I’m experiencing exactly the same problem…
Hi! Sorry for the inconvenience. Can you please confirm if you’re using OneSignal Push Notification plugin and Classic Editor? We ask as there was a reported conflict with OneSignal’s recent release (version 1.16.15) which is now fixed with their latest version 1.16.16.
If you are not using the mentioned plugin, we suggest you perform a conflict check so we would know what’s causing the issue. You may follow the instructions here: https://kb.yoast.com/kb/how-to-check-for-plugin-conflicts/

@jerparx i can confirm updating Onesignal to 1.16.16 has resolved the issue for me.

WP 5.1.1 – Classic editor 1.4 and OneSignal 1.16.16 and the Metabox still dissapeared 😉
If I dissable the Onesignal plugin the Metabox appear again.

OneSignal has advised to do a hard refresh after updating their plugin for their fix to take effect. Updating OneSignal alone is not enough for some users. You can read it here: https://ww.wp.xz.cn/support/topic/version-1-16-16-thread/
