Missing quicktags-toolbar

    Recently I became aware that the quicktags-toolbar is missing in my wordpress dashboard while editing posts or pages. In Visual editor, the Syntax Highlighter button too is missing.

    I have tried diabling all plugins, switching to the default WordPress theme. However the issue persists. I also checked my .htaccess files for possible issues. I cant find any.

    Please help me troubleshoot.

    This is a WordPress multisite install. Only one of the subsites has been affected. The others are fine.
