I also don’t understand the functional difference between PUBLIC and REGISTERED viewers concerning new post notifications.

I’m not seeing this in the settings page in my installs – is yours translated?
Difference between PUBLIC and REGISTERED subscribers is covered in the FAQs – Question 16.
It is not a translation. It has been like this since the original install via WP Plugins/add new.
DO I need to remove it and try a re-install?
FYI – I deactivated/uninstall/installed ==> same display, not “Send Emails on New Post”

The ‘Never’ option you are seeing is the setting name for Per Post – I just can’t understand why you are seeing the background setting name and not the human facing message.
