Missing Stylesheet

Ok, i’ve posted quite a bit today, and will give members and moderators a break after this thread. I apologize for the sloppiness of my posts. I had to learn to utilize pastebin, find my posts, and few other navigating things. I should be ok now. I’m running on information overload atm.

Im missing a stylesheet for my template. According to this post, its not missing, just misplaced.

I have 2 .css files. One is named style.ie6.css. It doesn’t have anything like the other file, so i assumed its where its supposed to be. Both files are in the theme’s correct folder, where they are supposed to be. Here’s the beginning of the code for the stylesheet…
