We are not being able to figure out what is causing the issue, since you are working in localhost.

I test it on 2 local and 3 online site with two themes (elementor Hello , bridge).
when I create header template with HTbuilder widget’s and set it as header of site ,in Frontend of site “WordPress toolbar” disappears and A white bar appears instead of it.
Obviously when I sign out of WordPress , The appearance of the site is fine and everything is fine .
if you need more detail I can send you any desk id for check local host by email .
