Missing tooltips

Hey guys,
I have noticed, that tooltips are only displayed if you hover the icon:
It is not sufficient to hover the button of the icon:
As a user, I would expect to see the tooltip as soon as I hover the button.
Anybody know this issue or a fix for that?Thanks in advance!
