As you can see there is NO Dutch localization.

currently 53% are translated in Development branch, 90% are needed to make a language pack.
I’m unable to find guidelines for Dutch translators but maybe Peter can give you a hint with that. @psmits1567

As Yui @fierevere has indicated, there is currently no Dutch language pack available. This will be generated as soon as 93% has been translated.
You can find the minimal requirements for locale nl_NL here:https://translate.ww.wp.xz.cn/locale/nl/default/glossary/
We do not use formal “u” in standard translations. And please use the glossary when translating.
Feel free to add suggestions, so we can check them and if OK approve them. You can even apply for PTE, if the quality of your translations meet de requirements for locale nl_NL

It could be that the author had seperate language files in the past. They obviously did not import them in the modern WordPress translation environment.
You could ask the author, if that was the situation
