missing users tab

Hi, I had some trouble with not seeing the “users” tab some months ago and then it strangely reappeared. Not something I look for, however it is not there again. I just did the upgrade to 2.71 and still its whereabouts is a mystery. I can add the url manually but the tab is more than useful. Any help would be appreciated.
