I read about the same problem from other users of their German language site, I want to point out that my site only ships to Italy and the whole site is only in Italian language.

You may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for WooCommerce and PayPal Payments to see if the behavior persists.

If the issue persists then we are interested in a copy of your system report.
The system report can be accessed here:
WooCommerce > Status > Get system report > Copy for support

I have reviewed the support ticket you opened with us, and it was closed some time ago after you informed us the following:
Just to let you know that we’ve done some testing on a staging site and it seems like it might be the other PayPal plugin that’s causing the issues so we’ve advised our client to switch over to your plugin 
I will mark this thread as resolved as well and close of this investigation.
