Once cookies are away it forgets what I use most. For instance one website is almost all done by Youtube embed blocks, and one plugin for Youtube gallery (Gutenberg block). And when I come say tomorrow they are gone in “Most Used”.
It should be more persistent. Remember what User does over long time.
