Move composite_navigation?

We’re building a new WC site and the PTB don’t like having the composite product navigation buttons (Prev Option — Next Option) at the bottom of the stack. With the Composite Product and Stacked Layout plugins… is there an easy way to relocate this block to a different place in the stack?

(I’ve traced the code as far as a call to an array listing the page elements, but I can’t find where this array is defined or how I might modify its order.)
