When on multi-site installation there are a few settings that are super-admin only, such as Ping settings, gzip, cache, etc. For those settings only super admin can change them (via any site).
For example you’re at blog ID 2, and you go to BWP GXS > Sitemap Generator and you change the gzip setting => it will be applied to all other blogs as well. The same applies when you’re at blog ID 1, 3 or whatever.
Currently you don’t have control over all the settings, just some of them.

and when super admin will have a setting panel in the network admin dashboard
so far as i know its the only plugin for networks to sync with google

As I said, you can visit any blog in your network and if you’re a super admin you will be able to see and change all the settings which affect all blogs in the network.
There’s no setting panel in network admin dashboard. Normal admins will not be able to see or change superadmin-only settings.
