I guess I could use “Variable Products” and the user can choose different postage options based on their location ( or if they wanted something like expedited postage )

Hi, It doesn’t have the particular option you are looking for in this plugin (due to the API that it uses).
You could potentially use the standard PayPal checkout option that is offered in our following PayPal cart plugin which works with the paypal profile based shipping:
