for example i have a site which connects manufacturers and retailers directly, but manufacturers will have minimum quantity purchase restrictions, like 100 units of product, but retailer A only needs 25 units of product, so retailer A waits till other retailers like B,C, and D orders, so once all retailers orders through my site, this 100 units should get delivered directly from manufacturer to all 4 retailers.

And Retailer A order should be seen in frontend to other retailers as 25 units booked and remaining 75 units pending/available.
@arjunmpgupta so you need a new plugin feature which will handle multiple vendors for a bulk pre-order purchase. Once that quote will be ordered, things will get splitted accordingly like 25 each. Till than customers will see the message/notice you mentioned above.
I am sorry, our plugin is handles only one tier. You should go for a new plugin or custom development instead. You may use our plugin to split orders but not among vendors in conjunction with instock/outstock condition like that.
