This is not possible to configure easily and automatically in Subscribe2. The plugin operates in one mode or the other. It can be hacked to operate in both mode simultaneously but this isn’t really what you described as users would then get a daily summary AND a notification for each new post.
I guess you could create 2 new categories but never use these on a post; let’s say for example ‘daily’ and ‘weekly’. Users could assign themselves or be assigned by admin to their preferred category and then the email could be sent to all subscribers in that group manually by an admin level user from Subscribe2->Send Email. So, possible to do but a bit clunky.
I would be willing to try this “manual approach” on an expeimental basis.

You create categories in WordPress at Posts->Categories.
Assigning user to categories is going to be manual (and probably labour intensive); you would need to go to Subsicrb2->Subscribers and then the Registered Subscribers tab. By default you should be filtered on “All Registered Users”, for each one that you want to assign click on ‘edit’ below their email address (opening a new tab in your browser would be useful here), this will open a page at Subscribe2->Your Subscriptions but in red text near the top you will be told you are editing for another user. Then check the ‘category’ you want them subscribed to and update this settings.
After creating the 2 new categories you should also see them in the filter dropdown – initially with 0 subscribers. this will increase with each new subscriber you add to that category.
