Email send needs to be configured on a site by site basis (because they are different domains). You can do that from the Send WP Mail menu on the plugin on each site.

I don’t want the site admins to access the settings, only the super admin has the permission to see and edit the settings.
The plugin does not support access by Role – but I think there are plugins that allow you to set access to all parts of the admin panel including WP Email Template – this one for example Capability Manager
