Multisite – Deactivate Global but Active on some

Hi
I had Woo and all related plugins Network Active. I have now step’ed backwards and deactivated on network and then activated on single sites that need woo.
However, I cannot deactivate woocommerce on the network. Deactivate is shaded. That means woo stays on for sites that should not have ecommerce. How can i Fix this:

This sounds like a conflict with the Plugin Dependencies feature. To learn more, could you please share a screenshot of any of the sites where you can’t disable WooCommerce, please?
