Multisite Permissions

Is there a wordpress plugin or tool out there that allows me to control the different levels of editing ability users have.

Like lets say I want a “Creator” to be able to Promote new users to stuff, or I want them to be able to make new posts and new pages, but I don’t want them to be able to edit themes? Can I customize this?

Any help would be amazing! Sorry if this is a pain
