Multisite restricted users don't get the editor

As mentioned in http://ww.wp.xz.cn/support/topic/multisite-user-issues, users with restricted user roles in a multisite environment don’t see the visual term editor.

If restricted users (p.e. of role Editor) are allowed to change the term description and cerate new terms, shouldn’t they be allowed to use the WYSIWYG term editor, too?
