Can the plugin work with just one centraliced administrator page and one place for the cookies for the full installation?

Sorry, it’s not available in the plugin currently.

It can be network activated, but no central admin interface to control options.
I’ve also tried editing the default message in cookie-notice.php, but it doesn’t affect the cookie bar notice for subsites.
