My Conditional Groups option is gone

I have the Contact form 7 on several sites. They are all showing the Conditional Group option in the form manager. Once site is not showing that option See link. On the page you see [Group “name] and [Group] where the option should be in the form but I can not fix. All the other sites are fine and using the same version of the plugin. They are also all on the same private server using the same Theme and settings. So why would one not work??
