Ah, you’re trying to run a what is called a local host install of wordpress… you will need to install XAMPP first. Be sure to get the windows version. Then you will install WordPress within the XAMPP server.
Yes, I’ve been developing and maintaining wordpress sites for ten years. If you want to run WordPress on your local windows machine you will need XAMPP otherwise it will not work. Your computer does not support web technology’s until you install XAMPP.

Again, install XAMPP for windows. Then the files will run on your browser without problems.

WordPress code is all written. You need to install XAMPP and run the WP installer within the XAMPP server once you have it set up. Then you’ll be able to access WordPress from your local machine!
