Need help in shipping class setting problem

I’ve an ecommerce woocommerce store, i only sell in two provinces Quebec and ontarior, I want to set different flat rate for each province and based on quantity.

for example i want like this

Quebec shipping $10 minimum order 18pcs if 19pcs to 36pcs flat rate $20
Ontario shipping $15 minimum order 18pcs if 19 to $36 rate would be $30

the problem is only standard rate works, if i select bulk quantity rates are not updating i tried myself but failed. can someone help me?
