Need help with HTML Splash page.

Basically what I’m making the effort to happen here is a simple HTML splash page to my wordpress blog. I have done this in the past and even referred to a old site I built to follow foot with this one. I set my index.html in the root public_html and then set every WP files in a sub folder with the index.php file. I linked that index.php file to the splash page image and when clicked I am just getting a 404 page error. I can’t find a way around this.

There is going to be more to this static page/ splash page (hence why I’m doing in in html to do a custom design for the intro page) but for right now its just the header image.
