Need help with Presentation Function Array error and problem with Plugins page

I have posted about this in another thread so this topic is continued however the person who started the thread solved his problem.
I am running the latest version of WordPress. I have not edited any pages and I have uploaded the WordPress package several times. However, I keep getting this error (see image = Picture). I am not the owner of the server the site is on because it is for a university organization. Plus, I have very limited server access since I am only a student and not a staff member.
I’m also not able to see any of the plugins on the plugins page. So I cannot activate or deactivate any plugins (see image = Picture).
Now, I am able to post and create pages without error to my knowledge. I haven’t really gotten that far to see what else is wrong. If you go to the main page of the wordpress site it looks fine and doesn’t give any errors.
I’ve used several FTP clients thinking that it was that but I’m still getting the same error. The ones I’ve used are WS_FTP (which for some reason cancels when it gets to the Javascript folder). SMARTFTP, and FileZilla.
If someone would help me I would be more than greatful.
Other useful information: I’m running on MySQL 4.1.12. I’m getting this error with out-of-box WordPress. No changes have been made to it.
