Need search plugin help

I need some help making something work.

I am creating a site that needs to let people share and search experiences from around the world starting in four catagories: Food, Travel, Housing, and Airports. Once in those categories they need choose or search by location. Then they can rate and comment.

Whats the best way to get this done? Mostly the trouble for me is in finding ways to let them search just within their chosen category.

Does this even make any sense?
