Great point! As obvious as it may seem, that didn’t even occur to me. I guess I was only thinking in terms of very small teams consisting of a single site owner/editor and then contributors.
As you can see, this is an insanely simplistic plugin:

So, basically, you’re just asking for a single setting to be able to enter a specific email address which you’d like the “New Pending Post” emails to go to?
That would be enough to make it work for our use case.
If you wanted to go one step farther, it would be great if we could also customize the message texts, with some placeholders to fill in post title and permalink, and have checkboxes to choose which notifications we want to send.
The next level up would be to map categories to recipient emails, for those cases where different editors are assigned to different types of article.

Done! You can now set where you’d like “New Pending Post” emails to go.
However, I don’t want to go too far, otherwise I think that would be a whole other plugin, which maybe I’ll do. Contributor Notifications is limited even in name, and so for a more full-fledged plugin, it would probably need to be New Post Notifications or Pending Post Notifications or maybe even something more broad than that.
Note that you actually can customize the messages already, though probably not ideal for most people’s tastes:

Thanks for the feedback! I manage so many different projects that if I don’t receive feedback from users, I’m generally not inspired to make these kinds of improvements.
