Need to change comment code- getting errors

I’ve finally worked out a few of my coding errors (when in doubt, do a search!) I’m using the ‘connections reloaded’ theme and wish to change the comment code to point the ‘rules’ to my rules page, but get an error every time I try.

All comments are subject to the Rules.

if I add any text to the above code to direct it to the right page, I get error messages.
Any help would be GREATLY appreciated.
