I want to use this for a French / English website. Can I use this on one wordpress installation or do I need 2 wp installs with separate logins?

You can use the plugin on one installation. The best way is to use it on a multisite installation (http://codex.ww.wp.xz.cn/Create_A_Network). Then you can have one login for both sites (en/fr).
