Are you getting an error message when you attempt to add subscribers using the “Add Subscribers” button?
For the CSV upload feature, we have some troubleshooting instructions here:

Did you get an error when trying to import via CSV?
Let us know and we can look into this further.
No errors but equally no email to confirm that it has processed the entries.. Just nothing back from the system at all now almost they are stuck in a queue.

I looked into this and I’m not seeing any errors in the import on our end. If you go to:
https://wordpress.com/people/subscribers/<<ADD_YOUR_URL_HERE>>
Do you see the subscribers? Replace <<ADD_YOUR_URL_HERE>> with your site address.

I am still not able to add people to the subscribers list using the add subscribers button on the backend. I receive no error on the website when submitting, but I never received the message from Jetpack to say it has processed the request where in the past it would have said it has processed and added x of x number of users.

Could you try adding subscribers by going to:
https://wordpress.com/people/add-subscribers/<<_YOUR_SITE_URL_HERE_>>
You will want to replace <<_YOUR_SITE_URL_HERE_>> with your site’s address.
Let us know if you see any error messages.
