I ran into the problem as well.
What I was forgetting to do was give the network a name. Double check that you are filling out ALL of the fields on the page, especially the name at the top.
Ok, so that problem is solved! Now I’ve noticed another problem, when assigning sites to a Network, for some reason after assigning sites, it removes sites I previously assigned to another network. For example, I have 7 sites altogether. 2 are for the 2 networks I’ve created thus far, and 5 sub sites. I want the breakdown to be 2 on one network and 5 on the other, each one of those includes the parent site, but when I assign the sites in the Manage Network screen, upon save it is removing the ones I had previously saved to the other network, even though I haven’t assigned those to the current network I’m working on.
