From what you described, this behaviour points to an issue with the PayPal plugin itself rather than WooCommerce core. To move this forward, the best next step is to share your site’s WooCommerce System Status Report so we can take a closer look at the environment and confirm what might be triggering these duplicate captures. You can generate it from WooCommerce, Status, Get system report, then copy and paste it into https://pastebin.com or https://quickforget.com and share the link here.
If you have recent logs from WooCommerce, Status, Logs that reference PayPal, please upload those as well so we can review them.
Once we have that information, we can guide you further and help determine whether this stems from a configuration issue or a bug in the latest PayPal update.
