It means that you have semicolon where it doesn’t belong. PHP is very picky about such things. Have you edited default-filters? If so, maybe upload a fresh copy. If not, what does line 127 look like in your default-filters file? Post about five lines above and below line 127 please.
You might try just uploading wp-includes/default-filters.php to see if that solves your problem.
If that doesn’t solve your problem, I’d say you didn’t get a complete and intact set of WordPress files uploaded to your host. I’d consider downloading a fresh copy of WordPress from the Download tab at the top of this page, then use something like 7-Zip to extract the files. Then reupload the files to your host. Review Uploading WordPress to a remote host and make sure you are using ASCII transfer mode in your FTP client.
