New user, multi language site question

Hello,

I’m looking to create a new website, but I’m having trouble figuring out the best way to create a multi-language site with language switcher.

I’m somewhat familiar with running a wordpress.com site and that was my intention, but from what I’ve read, a multi-language site with switcher requires a plugin, and they aren’t available on the hosted version of wordpress. My concern is that if I were to use the self hosted version, I don’t have anywhere to host it, nor do I have the funding to pay for hosting monthly.

Is there any sort of workaround to resolve this using the hosted wordpress?
