Despite the name, those are actually two separate systems.
They’re registering because you have “Anyone can register” checked at Settings > General in your site’s Dashboard, and you’ll notice below that you have “Subscriber” set as the default user level.
On its own, a user with the Subscriber level can’t do anything more than edit their profile: https://codex.ww.wp.xz.cn/Roles_and_Capabilities#Subscriber They don’t even receive subscription content unless further extended by a plugin, and most subscription plugins (like Jetpack) don’t even use this users system (they run their own).
In the old days, the WordPress developers felt that subscription plugins would love this blank-slate/extend-with-a-plugin role, and that was true for a while, but over time almost all subscription plugins grew to provide their own users system.
If you have nothing in your site that requires registration via WordPress’s users system, it’s safe to uncheck “Anyone can register” at Settings > General in your site’s Dashboard and delete those “Subscribers” from the Users section of your site’s Dashboard.
