    New users are being created on the site. How does this happen?

    Because you have registration enabled 😀

    If you don’t want registrations, go to SETTINGS -> GENERAL and uncheck the “Memberships: Anyone can register” box. If you have that unchecked already, then some plugin you’re using is interfering with that function and enabling registrations.
