New Users Created

I’m looking into solutions for a very specific problem, and I was wondering if this would be the plugin for it. I’m going to be mass-creating users, but we can’t send out the “Your Username and Password Info” email until the site is rolled out (this is the email that is sent when you create a user for somebody, and includes a link to set their password on the site). Can this plugin send that email? The most important part is the password change.
