I select 2 orders and hit the merge button but it does nothing.

Please attach a screenshot of settings page and the merge button page as well. Merge option is not available in basic version. For orders merge option you can try another plugin https://ww.wp.xz.cn/plugins/woo-ultimate-order-combination/

There is no merge button but it’s in the dropdown menu. I’ll try the other plugin.
