• This problem is similar to https://ww.wp.xz.cn/support/topic/no-button-to-add-new-block/, but since the new editor is integrated to WP5, I am posting here for help

Firstly, I am not sure whether this problem affects only 5.0.2 or including the other versions.

Just updated to 5.0.2 (the site was set up in 2016 using a older version of WP, and every updates since then were downloaded and updated automatically) and got this bug. The editor becomes the new one, but there is no add block button, and there is no block settings (when I select the only classical block, it told me no block selected).

I tried the re-install button at the update section of the control panel but it is not working. It will be too troublesome for me to re-install the entire site as I have multiple plugins installed, which holds many settings to be migrated. Trying to look for a way to resolve this problem gracefully.

    start with these steps:

-make a backup copy of file and database

-install and activate health check plugin
    https://ww.wp.xz.cn/plugins/health-check/

-try the troubleshooting mode of health check plugin to disable plugins and one by one activate plugins — see if the issue might be related to a plugin or theme

OK. I went to try that plugin but it is not working. While all plugins are disabled in troubleshoot mode, the editor is still not working. I think it is a bug possibly related to the WP core codes, not with the plugins.

if you are sure that the issue is not resolved with disabling all plugins or changing to default theme then use classic editor plugin instead of blocks

Yes. That is my current way of temporary solving the problem, though the new editor looks quite impressive and would like to try it

Hopefully there will be a patch or something to solve this problem (without re-installing from scratch) if it is related to WP itself.
