It sounds like your site may be hosting at https://wordpress.com/
Themes can’t be uploaded to WordPress.com, but they do have about that many built-in themes to choose from: https://en.support.wordpress.com/themes/adding-new-themes/
To clear up any confusion, WordPress.com and ww.wp.xz.cn are two different entities: https://codex.ww.wp.xz.cn/WordPress_vs_WordPress.com

I don’t know how to download ww.wp.xz.cn,
I downloaded the .zip, then using winrar to view it. But I don’t know what to do from there.
I downloaded the wordpress ‘plugin’ from my bluehost c-panel.
How can I install the ww.wp.xz.cn file?

I have the same problem and my WordPress Account says ww.wp.xz.cn, also i can’t find the Plugin Buttom to add some plugins to the account and develop some Web Sites Pages.
