While you do all the process, do you see any error on the browser console? If yes, what is the error that you see?

Another way to check if it works it so to do a quick plugin conflict test to check what is conflicting. Here is an article which would help you with the same:

Also, Can you also check what is the max_execution_time and memory_limit set for your site? You can check that using the following plugin:
https://ww.wp.xz.cn/plugins/wp-serverinfo/

Please make sure it is set to at least 300 and 256M respectively. Here is how you can do that:
