Due to the differences between WordPress.com and the self-hosted version of WordPress(.org) supported here, you should probably ask WordPress.com Support instead.

There is no comment section when I am not logged in. So any average Joe cannot leave a comment. The setting for WordPress are a mess, depending on whether you have jetpack, are self hosting, WordPress is hosting, etc. Anyway, all the setting seem to be correct, but still no comment section. very frustrating.
