Are the comments posting through?
One of our sites is having this same problem; once we upgraded to 2.3 we stopped getting email notifications.
i’m not receiving emails, nor is any email contact plugin working.
I’m having this problem too, for two weeks. I’ve tried everything.

I just installed WP 2.3 … for some reason, I don’t get any emails when someone posts a comment. What’s up with that? I have my user profile setup correctly … is there some admin toggle I’m missing?
