No group admin created

I’ve got a site where I don’t want every group to have an associated course, and not every member to be labelled as either a student or a teacher, because it’s a user group and different members will probably take on these roles at different times.

The main issue that I’ve got is that when I create a new group, no admin is assigned to the group and no members unless I add a course to the group.

Any idea how to fix this?
