@cbubny, Did you go through the plugin description? It appears no – you didn’t. You could ask for a support first before leaving any negative feedback.
It might be possible (in the rarest circumstances) that the plugin can’t improve the speed (as the speed depends on many things such as hosting server, un-optimised images etc) but it never never decrease (slow down) the speed.
By the way, The scores Google provides it’s not actual page load time, it’s just suggestions. Try tools such as Pingdom Tools to measure the page load time.
I hope this article helps: Why you Shouldn’t Care About Google PageSpeed Insights
Try to check your site’s page load time in Pingdom, then install and activate the plugin and then retry – I bet you must see improvements.
I am happy to help further if you’re curious.

Don’t assume I didn’t read your documentation simply because I left negative feedback. I did read the description and your documentation, thanks. While I appreciate your contribution, the fact is your plugin didn’t increase performance on my site, it’s just that simple…and based on the reviews, it appears I’m not the only one that has experienced less than positive results. That’s not to say other users aren’t experiencing positive results…for me however, not so much.
I understand but we developers who contribute to the WordPress community also expect that before any users leave negative reviews, at least give us a chance to sort out any issues.
Any ways, did you try Pingdom Tools – before and after installing this plugin as stated above? I appreciate you share your site url as well.
