To confirm, is the Pop-Up form not showing even while having all other plugins deactivated (except MailPoet) and using a default theme like Storefront?
If you want you can clone your site to a staging environment and perform these tests without modifying your live site or impacting customers. Many hosts provide staging facilities, so it’s worth checking in with them. It’s also possible to do it using the free WP Staging plugin.
If the Pop-up form shows as expected in this environment, you will want to proceed to the next step – reactivate your other plugins one by one, checking if the issue will be back after each until you find the one causing conflict.
